As for Barack Obama, it's clear that he's in for more of the same treatment as Bill Clinton. No doubt with a twinkle in his eye, Karl Rove said Thursday of the Republicans' stimulus stonewalling, "they are playing their hand extraordinarily well." Through their onstructionism, he said, "House Republicans have used the stimulus bill to redefine their party." And Bill Kristol, who almost single-handedly rallied the GOP to block the Clinton health care plan in 1994, last week called on Republicans to give Barack Obama a repeat on the stimulus - and just about everything else:

As for fiscal policy, Republican obstructionism has crippled its potential as a counter-recessionary tool. The Republicans reject out of hand even modest government spending on jobs, infrastructure, education and aid to strapped state and local governments - not to mention a second stimulus bill which, if large enough, would stand a chance of reinvigorating the economy and reducing unemployment.

But his efforts to transform Washington are being stymied by one of the capital's oldest of political traditions: the Senate filibuster. Ten months into Obama's presidency, Democrats have passed just one major piece of legislation, February's stimulus package.

But from judicial and executive branch nominations to health care, labor and financial reform, the very threat of the filibuster and other obstructionist techniques by Senate Republicans has stopped President Obama's ambitious political agenda in its tracks.

Reforming the way Washington operates is hardly the sexiest of topics, but from a policy and even a political perspective, there are few more important issues on which Democrats should be focusing their energy. Quite simply, the filibuster has become the single tool that is undercutting everything Obama and the Democrats were elected to achieve.
