What's the reasoning behind a flat tax if there's deductions?

I think even the most strict flat tax has some sort of personal deduction.  Particularly at the low end of the income scale, more dependents equal heavier expenses just for basic living needs.  Personal and dependent deductions off set that.  And they're fair because everyone gets them.
