Racism is "just a joke" pretty much all the time. It is the mainstay of the almost every stand up in the country-- notably the Def Comedy Jam tour which is just, pretty much, bagging on white people and how uptight they are. It happens.
The question of right really only gets into play when and if it becomes public consumption. Now comics have no one to answer to except the people who pay to get into see them. Polictians? Dicier.
I don't think that the joke, in and of itself, is wrong. It's not in great taste, per say. Or even, for that matter, particuarlly inventive. The problem with racial jokes is that they are almost never clever and pander to the lowest and dullest instincts of the people telling or hearing them. They play to viciousness and fear and misunderstanding. So, stupid people laughing at stupid stuff.
If that's how you want to play your politics (or comedy), so be it. I mean, I don't want to, but some people also find Andrew Dice Clay funny. I, um, don't.
What this mostly does is offer insight into the sender-- who basically apologized only because people that she didn't intend to see it, saw it. And even in that she took a dig and, basically, reinforced that she thought Obama's characater was related to poo flinging chimps.
OK. Good to know, lady. I mean, you didn't have my joke vote in the first place but now you really don't have it.
But, what's that you say? You have all those OTHER votes? And they think just like you? Oh, cool. I guess.
