I used to work in a health department and got cued in to how the clients operate. Some of these folks have been in the system for generations, and know all the tricks. A typical method to turn groceries into cash is to buy something like meat, let it sit out in the sun for the day, take it back complaining that the grocery store sold you spoiled food, and get your money back, only back in cash.
