I've heard that the many highway projects that started with a good program are in an increasing numbers, sitting unfinished with no progress appearing to be continuing. When the country see's this sort of incompetence(to be kind)over whichever party is at the helm and over and over again, it adds substance to the old adage that a servant is not above their master. What I mean by that if it's not obvious is that from governors to citizens observing corruption unchecked for so long could cause people to be hopeless and resort to any means at their disposal. Having said that, these people sound like morons.
