Not really. He just understands that the uneducated are more likely to vote Republican than Democrat. For the same reason those who watch Fox news are less aware than people who don't watch TV at all...

people who watch any news are more likely to be influenced than those who watch zero news from mainstrean sources ?
and aren't the uneducated less likely to vote in the first place ?...like cattle they should be
hearded in one direction over the other for self preservation of course...
How do we control the honesty of the influence ?
